Both governments asserted the target was a compound belonging to Comandos de la Frontera, a group of FARC dissidents accused of drug smuggling. The Pentagon claimed the bombing was conducted by the US military, while Ecuador, in a Spanish language press release, stated the bombing was conducted by their forces with US intelligence. On 24 March, a New York Times report emerged stating that the target was actually a cattle and dairy farm, which was destroyed by at least three rockets fired from a helicopter.
